Hi there!

The answer is true. 

Conditional Probability does refer to the probability of one event, given that another event has occurred. 

For example, you could have picked a marble, and then picked another marble from the same jar. The color of the second marble picked would have been effected by conditional probability, increasing or decreasing probabilities of different colors of marbles being picked because of the removage of the first marble.
