This is the concept arithmetic sequence;
the nth value is given by:
nth=a+(n-1)d
where:
a=first term
d=common difference
n=number of  terms
From the series:
19.5, 19.9, 20.3, 20.7,.....
a=19.5
d=0.4
n=29
thus
29th=19.5+(29-1)0.4
29th=30.7
