There's fertile soil, good for crops.
Ore and oil deposits (they want to dig it up so they buy the land).
Resources in general are believed to be plentiful near these plate boundaries. Some are willing to settle on the land, believing that an event such as a volcano or earthquake will not greatly impact them.
