You don't include the instructions.  Perhaps you were supposed to determine whether the lorry was traveling below, at or above the speed limit.  Convert 13.5 m/s to km/hr:

50 km         1 hr           1000 m
---------- * -------------- * ------------     Would you please do the multiplication.
       hr      3600 sec       1 km          Then compare your result to 50 km/hr.
