Why was the transmittal of the memory of snow so tiring to the Giver, and what does this show about Jonas's community?

It was tiring because the Giver has to remember things not only from his own lifetime, but also memories from previous Givers and their communities. It is harder to transmit a memory that's from a long time ago because of the constant accumulation of memories. This reveals that it has been a very long time since there was snow, or hills, in Jonas's community.
