How does the federal principle enable the people inhabiting a republic to engage in self government?

The federal principle form to integral parts of the governemnt, the federal and the states.
This enabling people to engage in self govenrment because within this system the states are free to form any type of regulations that could be catered according to the need of its people while the federal government only provide small regulations that must be followed by all states
