Members of the house represent smaller subsections of the United States. This ensures that their concerns are typically of local level, rather than state-wide. Senators are responsible for the actions occurring within the state that they represent. They have a much broader constituency and this requires them to wear many hats, as they have a broader range of people to satisfy. However, Senators have long terms which means they can be more entrenched in their beliefs as opposed to 2 year House terms.
