In the given choices above, the person who uses more resources per capita is the child who is born in los angeles. The reason behind it is because compared to rural india, LA is considered to be a blooming city where in it has a city of which uses a lot of electricity with the use of energy transportation that made it expensive compared to those living in rural india.
