The statement above is FALSE.
When establishing general ledger accounts, the opening balance will be the amount that is brought forward from the previous accounting period. The opening balance is the amount of money that is in the account of the company at the beginning of a new financial period. 
The opening balance can be either at the credit or debit side of the ledger.
