We are given
the maximum allowed leakage of radiation from a microwave  = 5.0mW/cm²
I think that is asked for this problem is the oscillating electric field outside the microwave. 
We can assume that the radiation outside the microwave is at the maximum, then we can solve for the electric field using the formula. Substitute the given value into the formula and solve for the electric field.
