I know this is the second response but the answer is C. Athens, Sparta, and Corinth were all cities with organization, therefore not making them tribes, or nations. Although Corinth did exist on an island, it was not an island itself. This is all proven when you study the Peloponessian wars and the Roman conquest of Greece.
