The equation c=4q can be used to find the number of cups (c) that are in (q) number of quarts. Is the equation a proportional relationship? Why/why not?

No because there is 4 cups in a quart not 4 quarts in a cup. This equation is saying that 1 cup is four quarts and that is not true.
