y = mx + b

The product of slopes of perpendicular lines is -1.  The slope of the given line is 2, so the slope of the perpendicular line is -1/2.

y = (-1/2)x + b

Now use the given point to find b and finish from here.

-5 = (-1/2)(2) + b
