can states change there taxes? or is that all up to the federal goverment.

well there are both state taxes and federal taxes.
Federal income tax is collected by the US government and state income taxes are collected by individual state governments.

It is up to both actually, in the end, it is actually the fed gov decision. The state can make a petition or write a bill and then it has to get approved by the government.
