No. If you organize them into: 2x^3 and 2xy^2, you see they look like they have the same base but they don’t have the same exponents nor the variables.

No it is not because it has an extra letter. That makes them not like terms 2x and 4x would be like terms. But when you add the next letter, it makes them unalike.
