it'd be b because if you divide 8/18 by 2 then you get 4/9 then if you square root both of them then you get 2/3

8/18 = 4/9 ( divide both numerator and denominator by 2 )
√4 = 2  and √9 = 3
[tex] \sqrt{ \frac{8}{18} } = \sqrt{ \frac{4}{9} } = \frac{2}{3} [/tex]
