We have the equation y - 3 = -2(x + 5)

By this we know that -2 is the slope and (-5, 3) is a point on the graph.

Using slope intercept form (y = mx + b), we can solve for the y-intercept (b).

3 = -2(-5) + b

3 = 10 + b

3 - 10 = 10 - 10 + b

-7 = b

Therefore, the answer is B.
