Answer:

I'm not sure this is an IQ question or not, but logically:

If (− 1 3 ) + 7 = 4, then (− 1 3 ) = 4 - 7 = -3

=> ( 1 3) = 3

=> (1 3) + 6 = 3 + 6 = 9
