Answer:

The Fourteenth Amendment dealt with issues regarding civil rights and the citizenship status of African American people in the United States. The Amendment mostly had to do with discrimination against African American people, but it only dealt with discrimination committed by the state, or state agents. It had no power over what private citizens could do. So technically, it didn't make discrimination illegal, it only made it illegal for the government to do so.
