Delegate from New Jersey William Paterson submitted June 15, 1787. The New Jersey Plan, which practically came down to the defense of Confederate Members.
The draft was supported by small states. Paterson introduced several alternative resolutions that should preserve the spirit of the Confederate Members so that they are improved rather than replaced.
The main idea of the draft was to maintain equality of states. It has been suggested that in a unicameral federal legislature, each state has equal representation and one vote. Opponents of the plan were James Madison and Edmund Randolph (who submitted Virginia Plan).
