The answer is: They discriminated Chinese immigrants. The first wave of Chinese immigrants arrived to America in the middle of 20. century. They worked on the railroad, but their wage was very low and they worked in dangerous conditions. Further, labor unions did not allow them to join the unions because they were concerned with the effect of immigrants on American's wage.
