In this passage from Thomas Payne’s Common Sense,what is the meaning of the world fallacious”?

Even if the passage is not included  the word fallacious by definition means “tending to deceive or mislead”.

The origin lies in logic. A fallacy is the use of an incorrect reasoning to reach an argument thus making this argument invalid. It is most probable that in the paragraph in question something is fallacious, meaning intended to deceive.
