x=-3 is a vertical line, so the line perpendicular to it must be horizontal

Horizontal lines are written in the form y= the value of y that is constant

So, if a horizontal line passes through (4,-7), the y-value is -7, so the equation of the line perpendicular to x= -3 is y= -7.
