I think the right answer is tyranny.
Tyranny is when the government is administered by a small group of people who have unlimited power over people in their country or state and use it unfairly and cruelly. Multiple leadership groups seemed to be more confident against tyranny, as there are different interests involved and different personalities representing each group.
