The Virginia Plan was a plan that offered the Constitutional Convention a proposal for representation.

The Virginia Plan (Large-State Plan or Randolph Plan) was bicameral legislative branch proposal by Virginia delegates. It was drafted by James Madison and presented by Edmund Randolph to the Constitutional Convention. The proposal was composed of three branches of a strong central government: legislative, executive, and judicial.
